Special Session Earlham City Council Meeting

November 23, 2015

The Earlham City Council met in special session on Monday, November 23, 2015, at Earlham City Hall. Mayor Dusky Terry called the meeting to order at 7:00 p.m. and the following answered roll: Lillie, Petersen, Royster, Stancil and Swalla. Also present councilmember-elect Griswold. Staff present: Clerk Hibbs and Public Works Supervisor Coffman.

  1. Approve Agenda
    • Motion by Lillie, seconded by Royster, to approve the agenda.

  2. OLD BUSINESS
    • Consider approval of Second Reading of Ordinance No. 375, Amending the Code of Ordinances of the City of Earlham, Iowa, 2007, Chapter 61 Traffic Control Devices, by Adopting a New Section 61.01A Pertaining to the Installation of Traffic Control Devices by Council Per Resolution

    • Consider approval of the First Reading of Ordinance No. 381, Amending the Code of Ordinances of the City of Earlham, Iowa, 2007, Chapter 92 Water Rates, by Amending 92.02 Rates for Service. Lillie explained this reflects a 9% increase in both water and sewer rates. The increase gets the rates close to where they need to be, however, do not address the 10% increase coming down the line from Des Moines Water Works, which will be this spring.
      • Motion by Royster, seconded by Lillie, to approve the First Reading of Ordinance No. 381, Amending the Code of Ordinances of the City of Earlham, Iowa, 2007, Chapter 92 Water Rates, by Amending 92.02 Rates for Service.

    • Consider approval of FY2015 Annual Financial Report
      • Motion by Lillie, seconded by Royster, to approve the FY 2015 Annual Financial Report.

    • Other -
      • Mayor mentioned a property owner next to Gendler Park has complained that Ory Farms has given hunters permission to hunt on the property they lease from the City and those hunters are trespassing onto his farm. Following discussion, Mayor asked council if they wanted to change city policy. It was mentioned if poaching or cleaning carcasses on his property was an issue, then that is a matter for the DNR. Consensus was to leave as is. Coffman will mention problem to Steve Ory to see if he would speak with the hunters.
      • Coffman mentioned he test drove a used 2010 street sweeper, which worked well on picking up leaves. He asked council if they have any interest in him pursuing this. Consensus of council to have Coffman put the old 1993 sweeper out for bid, and budget for a used one next year.
    • Adjourn – Being there was no further business, meeting was adjourned at 7:47. p.m.
